CITIZENS COMMENTS/REQUEST TO SPEAK ON AGENDA ITEMS (3) MINUTES) Questions about any one of the Council Agenda items make be taken into consideration during the agenda item.  Comments are limited to three (3) minutes per individual. Citizens must complete a Request to Speak Form. Citizens will be able to have one (1) question per Agenda item. Speaking time is not transferable. The mayor will call your name at the appropriate time. Please step forward to the stand to address the council. Comments must be directed to the Council as a whole. If you do not step forward, your right to speak will be forfeited.

PUBLIC DISCUSSION Citizens may address the city council on any other subject during the Public Discussion. Comments are limited to three (3) minutes. Citizens must complete a Request to Speak Form. Citizens will be able to have one (1) question/comment during the Public Discussion. The Mayor will call your name at the appropriate time during our Public Discussion. Please step forward to the stand to address the council. Comments must be directed to the Council as a whole. If you do not step forward, your right to speak will be forfeited. What may members of a governing body do if an unposted issue is raised at an open meeting? Members of the governing body may not deliberate or make any decision about an unposted issue at a meeting of the governing body. If an unposted item is raised by members or the general public, the governing body has four options. First, the mayor may respond with a statement of specific factual information or recite the governmental body’s existing policy on that issue.  Second, the mayor may direct the person making the inquiry to visit with staff about the issue. Third, the governing body may offer to place the item on the agenda for discussion at a future meeting. Finally, the mayor may offer to post the matter as an emergency item if it meets the criteria for an emergency posting. (See Section VI for a discussion on emergency meetings.)

  • MINUTES: Approval of previous month’s minutes.
  • FINANCIAL REPORTS: YTD Financial Statements thru April 2025.
  • RESIGNATION OF COUNCIL MEMBER: Clint Jones resignation May 5, 2025
  • APPPOINTMENT OF COUNCIL MEMBER: The council will discuss the current vacancy on the council and potential candidates for appointment. This includes consideration of new applicants as well as the possible return of a previous council member.
  • RESOLUTION AUTHORIZING BANK SIGNATORIES: Deliberate and act on a Resolution of the City Council of the City of Cottonwood, Kaufman County, State of Texas authorizing and designating the official signatures of the City of Cottonwood for banking and depository services.
  • AMERICAN NATIONAL BANK CD: Motion for Investment in Certificate of Deposit (CD):
  • I move that the council deliberate and approve the investment of $10,000 from the City of Cottonwood Restrictive Account into an 11-month Certificate of Deposit (CD) with American National Bank, at the current available interest rate. The funds shall remain in the CD until maturity, unless an emergency withdrawal is authorized by a formal vote of the council.
  • PUBLIC DISCUSSION: Citizens may participate and direct any comments to Council at this time.

COMMISSIONER: Peggy Smith

Mayor Deloney called the meeting to order at 7:05 P.M Commissioner Smith gave the invocation. Mayor Deloney states all council members present and declares a quorum present.

Minutes: March minutes were read, will table to next meeting for approval.

Update: Mayor Deloney gave an update on the progress of C.R.4083 &

C.R. 4084. Mayor Deloney had pictures of the road conditions and what had to be done to clean them up.

Budget: Mayor Deloney went over the budget.

Restrictive account: Mayor Deloney discussed securing a small CD for (4.06%}. Mayor Deloney also stated the American Relief Act would be taking back the $6,630 for COVID that we did not use.

Renewal of Tax Collection Contract: Mayor Deloney made a motion to accept Linebarger, Goggins, Blair and Sampson to collect any unpaid taxes, Commissioner Jones second the motion.

City Planning: Chairman Jennifer Parker gave a presentation on what the committee did. That a Comprehensive Plan            must be in place

before you can have zoning. Mayor Deloney said the Comprehensive Plan Ordinance 4-07-25 was placed in the newspaper.

Action: Mayor Deloney made a motion to pass the Comprehensive Plan and Commissioner Clint Jones seconded.

Kaufman County Thorough Plan: Mayor Deloney gave an update on what is planned for the roads.

Public Discussion: Commissioner Smith asked if something could be done for the Cottonwood Cemetery due to large trees being blown down? Mayor Deloney said she would get with James Moller to see what could be done.

A motion was made by Mayor Deloney and seconded by Commissioner Jones to adjourn: meeting adjourned at 8:05 p.m.

Mayor Deloney called the meeting to order at 7:00 P.M Commissioner Smith gave the invocation. Mayor
Deloney states all council members present and declares a quorum present.
Minutes: February minutes were read and approved by Commissioner Jones, Commissioner Smith and
Mayor Deloney.
Update: Mayor Deloney gave an update on the progress of C.R.4083 &
C.R. 4084.
Cancellation: Election for Commissioner will be cancelled since no one
is running against them.
Budget: Mayor Deloney went over the budget. She will also have 3 bids for cleaning culverts at the
next meeting.
City Planning: Jenifer Parker went over planning process. On April 7, the zoning will be presented
to the public.
Kaufman county thorough Plan:
The city can control what comes into the city such as housing additions, apartments, and
businesses. With these coming into our city it causes move wear on the roads. We have a say in what
is proposed
for FM2451, and control of what is done to CR 4083 and CR 4084.
