CIVIC CENTER RENTAL RATE ADJUSTMENT: Discussion and possible action regarding increasing the Civic Center rental fee to $150.00 per event, enhancing marketing through social media to increase bookings, and determining whether a security deposit will be required.
NO NEW REVENUE (NNR) TAX RATE CALCULATION: Presentation and discussion of the No New Revenue (NNR) tax rate worksheet, including comparison of prior years’ taxable property values and adopted property tax rates.
ORDINANCE # 6 – COUNTY ROADS 4083 AND 4084 (No Thru Truck Traffic):
Discussion and possible action regarding implementation of Ordinance No. 6, including ordering and placement of “No Thru Truck Traffic” signage on CR 4083 and CR 4084.
KAUFMAN CHAMBER OF COMMERCE MEMBERSHIP:
Discussion and possible action regarding City membership in the Kaufman Chamber of Commerce.
COUNTY ROAD 4083 – KAUFMAN COUNTY PROJECT AGREEMENT:
Discussion and possible action regarding the Project Agreement with Kaufman County for improvements to County Road 4083.
AMERICAN NATIONAL BANK – LOAN FINANCING FOR CR 4083 PROJECT:
Presentation and discussion of loan terms from American National Bank for funding the County Road 4083 Project Agreement, with possible action.
MEMORIAL DAY OBSERVANCE: Discussion and possible direction regarding placement of flags within the City for Memorial Day.

RESOLUTION AUTHORIZING BANK SIGNATORIES: Deliberate and act on a Resolution of the City Council of the City of Cottonwood, Kaufman County, State of Texas authorizing and designating the official signatures of the City of Cottonwood for banking and depository services.
AMERICAN NATIONAL BANK CD: Motion for Investment in Certificate of Deposit (CD):
I move that the council deliberate and approve the investment of $10,000 from the City of Cottonwood Restrictive Account into an 11-month Certificate of Deposit (CD) with American National Bank, at the current available interest rate. The funds shall remain in the CD until maturity, unless an emergency withdrawal is authorized by a formal vote of the council.
RENEWAL OF TAX COLLECTION CONTRACT: Approval renewing Linebarger Goggan Blair and Sampson, LLP (“Linebarger”) collection of delinquent property taxes.
NNR (No New Revenue Rate): City Council to approve tax rate for 2025 at .25 per $100.
PUBLIC DISCUSSION: Citizens may participate and direct any comments to Council at this time.

Comments are limited to three (3) minutes per individual. Citizens must complete a Request to Speak Form. Citizens will be able to have one (1) question per Agenda item. Speaking time is not transferable. The mayor will call your name at the appropriate time. Please step forward to the stand to address the council. Comments must be directed to the Council as a whole. If you do not step forward, your right to speak will be forfeited.

PUBLIC DISCUSSION Citizens may address the city council on any other subject during the Public Discussion. Comments are limited to three (3) minutes. Citizens must complete a Request to Speak Form. Citizens will be able to have one (1) question/comment during the Public Discussion. The Mayor will call your name at the appropriate time during our Public Discussion. Please step forward to the stand to address the council. Comments must be directed to the Council as a whole. If you do not step forward, your right to speak will be forfeited. What may members of a governing body do if an unposted issue is raised at an open meeting? Members of the governing body may not deliberate or make any decision about an unposted issue at a meeting of the governing body. If an unposted item is raised by members or the general public, the governing body has four options. First, the mayor may respond with a statement of specific factual information or recite the governmental body’s existing policy on that issue. Second, the mayor may direct the person making the inquiry to visit with staff about the issue. Third, the governing body may offer to place the item on the agenda for discussion at a future meeting. Finally, the mayor may offer to post the matter as an emergency item if it meets the criteria for an emergency posting. (See Section VI for a discussion on emergency meetings.)
